Course Outline

This one-hour, on-line course provides an overview of the steps in a Risk Based Corrective Action (RBCA) program as applied to a UST site with a petroleum product release.  Also, each step in the process is described and discussed briefly.  This course will aid the user in readily understanding and utilizing RBCA program guidance documents for UST sites, from their own state regulatory agency.

This course includes a multiple-choice quiz at the end, which is designed to enhance the understanding of the course materials.

Course Introduction

RBCA (pronounced "Rebecca") is an acronym for "Risk-Based Corrective-Action.”  Since 1995, when USEPA recommended use of risk-based decision-making for UST corrective action, and ASTM issued standard [E1739-95] entitled Guide for Risk-Based Corrective Action at Petroleum Release Sites, most states have developed and instituted RBCA processes for use at UST sites with a petroleum product release. This course summarizes the RBCA process as given in ASTM standard [E 1739-95].

Course Summary

Risk-Based Corrective Action (RBCA) programs are widely used by state regulatory agencies for underground storage tank (UST) sites, where a petroleum release has occurred.  The state RBCA programs typically used ASTM standard [E 1739-95], Guide for Risk-Based Corrective Action at Petroleum Release Sites, as a starting point in developing their RBCA programs.  This course summarizes the RBCA process as presented in ASTM [E 1739-95].
