Natural Gas & Hydropower Projects – Handbook for Using Third-Party Contractors to Prepare Environmental Documents

Course Outline

This four hour course provides an overview of the Federal Energy Regulatory Commission – Office of Energy Projects’ (OEP) voluntary third-party contractor (3PC) program for natural gas and hydropower projects to assist with the environmental permitting process.  Complied by the OEP, the material details six topics; 1) Program Overview; 2) Process for selecting a 3PC; 3) “Request for Proposal” to solicit a 3PC; 4) 3PC required responsibilities; 5) 3PC Organizational Conflict of Interest (OCI); and 6) Off-the-record communications.  After completing this course, the student will have a thorough understanding of the OEP’s 3PC program, as well as, the established relationships between the three primary parties; the Applicant, OEP, and 3PC.

This course includes a multiple-choice quiz at the end, which is designed to enhance the understanding of course materials.

Course Introduction

Within the United States each year, numerous natural gas and hydropower projects are proposed which require review and approval of the Federal Energy Regulatory Commission – Office of Energy Projects (OEP).  To facilitate the environmental permitting processes, the OEP has established the third-party contractor (3PC) program.  Funded by project Applicant(s), this voluntary program is primarily intended to address the requirements of the National Environmental Policy Act of 1969.  This course provides a thorough understanding of the OEP’s 3PC program, as well as, the established relationships between the three primary parties; the Applicant, OEP, and 3PC.  This knowledge could prove invaluable for project Applicant(s) during the preliminary planning and environmental permitting processes associated with these types of energy projects.

Course Summary

The development of our nation’s natural gas and hydropower infrastructure can occur while protecting associated sensitive environmental resources.  To address the requirements of the National Environmental Policy Act of 1969, the Federal Energy Regulatory Commission – Office of Energy Projects developed the voluntary third-party contractor (3PC) program.  Project Applicant(s) utilizing this program help expedite the OEP’s environmental review and permitting processes for their proposed energy project.
