Course Outline

THIS COURSE DOES NOT CONTAIN STRUCTURAL ENGINEERING DESIGN OR SOILS ENGINEERING INFORMATION OR CALCULATIONS. MANY OTHER CLASSES OFFER MORE DESIGN DETAILS ON SLAB ON GRADE AND/OR PIER FOOTING DESIGN REGARDING SECONDARY CONTAINMENT POINT & LATERAL LOADS AND SOIL BEARING PRESSURES. This class does not discuss secondary containment options for wastewater treatment facilities and landfill liners.

The author has attempted to explain and suggest engineering recommendations for proper construction and installation of secondary containment systems for hazardous materials, petroleum/vegetable oils, and animal fats. Spill controls of these fluids are regulated mainly by the U.S. Environmental Protection Agency (US EPA). States and even local agencies may have regulations of various degrees regarding spill control of these fluids.
Frequently US EPA regulations stipulate requires for secondary containment. However, national fire codes and other agencies such as the USDA-NRCS and/or OHSA provide other requirements. Therefore, Fire Codes (NFPA or IFC) should also be included for the proper installation of secondary containment storage systems in accordance with US EPA regulations concerning environmental compliance.

This course includes a multiple-choice quiz at the end, which is designed to enhance the understanding of the course materials.

Learning Objective

At the conclusion of this course, the student will:

US EPA Title 40: Protection of Environment 264—STANDARDS FOR OWNERS AND OPERATORS OF HAZARDOUS WASTE TREATMENT, STORAGE, AND DISPOSAL FACILITIES specific to secondary contain structures for regulated “Hazardous Waste”;
US EPA Title 40: Protection of Environment 265—STANDARDS FOR OWNERS AND OPERATORS OF HAZARDOUS WASTE TREATMENT, STORAGE, AND DISPOSAL FACILITIES specific to secondary contain structures for regulated “Hazardous Waste”;
US EPA PART 761—POLYCHLORINATED BIPHENYLS (PCBs) MANUFACTURING, PROCESSING, DISTRIBUTION IN COMMERCE, AND USE PROHIBITIONS Regulates storage for disposal of PCBs at concentrations of 50 ppm or greater and PCB Items with PCB concentrations of 50 ppm or greater.
US EPA 40 CFR part 112 regulations (SPCC Spill Plans) specific to secondary contain structures for regulated “oils”;
OCCUPATIONAL SAFETY AND HEALTH STANDARDS (OHSA)• SUBPART: H • SUBPART TITLE: HAZARDOUS MATERIALS, FLAMMABLE AND COMBUSTIBLE LIQUIDS OSHA 1910.106-(b)(2)(vii)(c) specific to secondary contain structures for regulated “Flammable & Combustible Liquids”;
Become familiar with the American Concrete Institute’s -ACI 350.2R-04 Concrete Structures for Containment of Hazardous Materials;
Have a better understanding of the US EPA term “Sufficiently Impervious” as it pertains to secondary containment structures;
A Comparison of Saturated Hydraulic Conductivity and Intrinsic Permeability;
Have a better understanding of hydraulic conductivity calculations/formulas;
Understand the four basic design considerations for secondary containment structures; and
Use print and general note guidance for your designs.

This course is intended for agricultural, chemical, civil, environmental, mechanical, and petroleum engineers.
