FHWA Bridge Maintenance Manual—Traffic, Safety, & Environmental

Course Outline

This two-hour online course discusses traffic control and worker safety for bridges in which maintenance work is being conducted. Also discussed are environmental regulations, lead-based paint removal, and other environmental concerns such as hazardous-waste disposal and activities that may impact water quality.

This course includes a multiple-choice quiz at the end, which is designed to enhance the understanding of the course materials.

Learning Objective

At the conclusion of this course, the student will:

Know principles of traffic control for work zones based on the Manual of Uniform Traffic Control Devices;
Be familiar with safety considerations at the work site;
Understand principles of worksite safety reviews;
Know regulations governing comprehensive environmental response, compensation, and liability acts;
Be familiar with regulations governing resource conservation, hazardous wastes, clean air and water;
Understand principles of lead-based paint removal; and
Be cognizant of other environmental concerns and Nationwide permits.

Intended Audience

This course is intended primarily for civil, construction, and structural engineers, and would be of particular interest to consulting engineers or to engineers serving in government organizations concerned with the maintenance of bridges.

Benefit to Attendees

An attendee of this course will be familiar with and able to apply principles of work-zone traffic control, worker safety, and environmental regulation to the practice of bridge maintenance.

Course Introduction

Bridge maintenance supervisors must be aware of traffic-safety issues, worker-safety issues, and environmental requirements, especially permitting requirements, and consider
them in their plans. All three concerns must be addressed in a systematic manner, but environmental issues present a special challenge because they are constantly changing as more information is gathered about the ways maintenance activities affect the environment.

Course Content

This course is based on Chapter VIII (Traffic Control and Worker Safety) and Chapter IX (Environmental Concerns) of the Federal Highway Administration Bridge Maintenance Training Reference Manual, Publication No. FHWA- NHI-03-045, March, 2003.
